Trade Plate Insurance

Trade plates (targa prova) are the authorisation for temporary navigation provided for by Article 31 of the Italian Pleasure Boating Code (Codice della nautica da diporto, Legislative Decree (D.Lgs.) 171/2005). They allow businesses in the sector to take pleasure craft to sea even without ship's papers, or when the craft has been left with them for sale or repair.

What they are for and who can obtain them

Temporary navigation is permitted to:

• test the efficiency of hulls or engines;
• show craft to the public or to prospective buyers;
• move craft from one place to another, including to boat shows and exhibitions.

The authorisation is issued by STED, the boat registration desk (Sportello Telematico del Diportista), to shipyards, marine engine manufacturers, yacht brokers, assembly and fitting-out firms and sales companies. Navigation takes place under the responsibility of the authorisation holder.

Why the policy is needed

To issue the authorisation, Article 32 of the Code requires a copy of a policy covering liability to third parties and to passengers. A trade plate policy covers whichever craft are sailing under the authorisation at any given time, with no need to insure them one by one. The current text can be consulted on Normattiva.

What to consider

• limits of indemnity suited to the type and size of the craft being tested;
• the number of craft that may sail at the same time;
• navigation areas: Law (L.) 70/2026 has allowed, under certain conditions, navigation in international and foreign waters as well, which the policy must cover;
• possible combination with hull cover for damage to the craft.
