Post Construction Assessment

Post Construction Assessment (PCA module) is the procedure laid down by Directive 2013/53/EU, transposed in Italy by Legislative Decree (D.Lgs.) no. 5 of 11 January 2016, for certifying the conformity of a pleasure craft when the builder has not taken responsibility for it and the craft therefore has no CE marking.

Agenzia Magnum prepares the file, gathers the available technical documentation and coordinates the procedure with a notified body, such as RINA Services S.p.A., until the certificate is issued.

When it is needed

• a craft imported from a non-EU country by a private individual for their own use, if the builder has not carried out the conformity assessment (Article 19 of the Directive)
• a craft built in the EU for export without CE marking and later brought back as a used vessel
• a craft or engine that has undergone major modification or conversion, or a craft whose use is changed to recreational
• a self-built craft placed on the market within five years of being put into service

How it works

Under Annex V of the Directive, the person placing the craft on the market or putting it into service applies to the notified body, providing the documents and the technical file. The body examines the individual craft and carries out calculations, tests and checks; if the outcome is positive, it issues a certificate with an accompanying report and has the craft identification number (CIN) affixed. The applicant affixes the CE marking with the notified body's number and the builder's plate bearing the words "post-construction assessment", draws up the EU declaration of conformity and keeps the documentation for 10 years.
