Portugal offers an EU flag with largely digital registration procedures that can also be used from abroad. Agenzia Magnum helps you register your pleasure boat in the Portuguese register.

Who runs the register

Pleasure boating is governed by Decree-Law (Decreto-Lei) no. 93/2018, in force since 2019. Registration of ownership of pleasure craft is the responsibility of the Autoridade Marítima Nacional (National Maritime Authority), through the harbour offices, while the Direção-Geral de Recursos Naturais, Segurança e Serviços Marítimos (DGRM) handles technical matters, such as classification and surveys for certain categories of vessel. Applications can be submitted online through the BMar portal (Balcão Eletrónico do Mar) or in person at any local office of the maritime authority. Who can register

• individuals, with an identity document, a Portuguese tax identification number and, for those living outside Portugal, proof of address;
• legal entities, including companies registered abroad, with the equivalent document;
• provisional registration can also be carried out at consulates.

Which vessels

Pleasure craft must be registered before they are used. New vessels compliant with Directive 2013/53/EU do not require a registration survey. Vessels imported from non-EU countries require the customs clearance declaration. For commercial yachting, Portugal also has the Madeira International Register (MAR), which has its own page.

Advantages for an Italian owner

• an EU flag with online procedures and no need to attend a specific office;
• registration also available to non-residents;
• no registration survey for new CE-marked vessels.

The flag does not change the VAT and customs status of the boat.
