Annex 71 for Temporary Admission

In Italian customs practice for yachting, Annex 71 (allegato 71) refers to the Annex 71-01 form of Delegated Regulation (EU) 2015/2446: the supporting document for the oral customs declaration by which a non-Union vessel is placed under the temporary admission procedure.

What it is for

For pleasure craft, simply entering EU territorial waters is in principle enough to place the vessel under the procedure. However, as the Italian Customs Agency (Agenzia delle Dogane) pointed out in circular no. 8/2025, the oral declaration with Annex 71-01 (Article 165 of the Delegated Regulation) is useful to prove the date of arrival in the Union, from which the maximum period for discharging the procedure runs: 18 months for private use.

When it is recommended or required

• on the arrival of a non-EU yacht for private use, to have firm proof of the date of entry
• on re-entering the EU after the departure that discharged a previous period of temporary admission
• for yachts used for charter: according to circular no. 11/2026, placing a vessel under the procedure for commercial use requires filing Annex 71-01 with a copy of the charter contract

For equipment from non-EU countries intended for vessels under temporary admission, circular no. 8/2025 provides instead for Annex 71-02.
