Goods Transport for Hire and Reward

Joining the register of hire-and-reward hauliers: four requirements, no longer three!

Road haulage for hire and reward (conto terzi).

Road haulage is a key sector of our economy. It is constantly evolving and always subject to changes from the European Union and the Italian state. Here you will find everything you need to start and run this demanding and important business.

To be entered on the register of hire-and-reward hauliers (Albo degli Autotrasportatori) you must meet four requirements:

  • Good repute: the owner or legal representative must have no pending criminal proceedings (self-declared).
  • Financial standing: €9,000.00 of non-refundable capital is required, plus €5,000.00 for each vehicle on the licence after the first. Instead of cash, this requirement can be met with any asset (property or movable goods) owned by the applicant; since 04/12/2011 the rules also allow a bank or insurance guarantee to cover it.
  • Professional competence: you must appoint a "Transport Manager" holding a certificate of professional competence. The certificate is issued by the Province where the person is resident. Anyone with an upper secondary school diploma may sit the exam. Without that qualification, candidates must first attend a course approved by the Region, run by an accredited private provider, which issues a certificate granting admission to the exam. Every 10 years in work, or every 5 years out of work, the "TRANSPORT MANAGER" must attend a compulsory refresher course or lose the qualification. The "Transport Manager" may also be an external professional: they must not be employed by any other company, but may act as an "external professional" for up to 4 companies, with a maximum of 50 vehicles across all of them. New: anyone who worked in the sector between 1999 and 2009 is exempt from the professional competence requirement.
  • Establishment (to be notified to the Motor Vehicle Office, not the Province): every company must notify a place where its accounting records (unless entrusted to a consultant as permitted by law), tachograph downloads, vehicle documents and so on are kept.

All companies registered as of 04/12/2011 must bring themselves fully into line with all the requirements.

Otherwise, they must limit their registration to vehicles up to 3.5 tonnes or be removed from the register altogether.

Exceptions (from 04/12/2011)

If you intend to operate only vehicles up to 3.5 tonnes gross vehicle weight, you need only good repute and registration with the Chamber of Commerce.

Anyone holding a limited licence without all the requirements must therefore file an application to bring their position into line with the new rules.

Former provisional and limited registrations: deadline for meeting the requirements extended to 4 December 2011.
