Since 2010 all public administrations have accepted P.E.C. (Posta Elettronica Certificata, certified email) as a service to citizens:
What is P.E.C.?
P.E.C. is an ordinary email account, with one key difference: an email sent this way has the same legal standing as a registered letter. It has this standing only when the email is sent from one P.E.C. mailbox to another P.E.C. mailbox.
Each transmission of documents or information is validated by a confirmation of delivery and receipt, and is stored by the server and by the provider of the P.E.C. service, so that it can always be verified if checked.
Required: Signed self-declaration in original, with a copy of a valid identity document and, for companies, an up-to-date Chamber of Commerce company search.
The P.E.C. provider we have chosen is ARUBA:
Documents required: Signed self-declaration, copy of a valid identity document. For companies, an up-to-date Chamber of Commerce company search.
